President Leonel Fernandez continued to appoint new members of his one-month-old government last week. Through presidential decree No. 431-96, Enrique Eugenio Santelises was named new Director General of the Corporación de Acueducto y Alcantarillado (CAASD), which oversees the distribution and maintenance of potable water in the capital. In addition, Dr. Augustin Encarnación was appointed head of the Dominican Red Cross. Other appointments include:
