Luis Soto named to head National Investigations Agency (DNI)

President-elect Luis Abinader named lawyer and university law professor Luis Soto to be the next Dirección Nacional de Investigaciones (DNI) director. This is the local FBI agency.

In the tweet, Abinader pointed out: “For the first time a civilian, a lawyer, who will protect the security of the state like never before, respecting the privacy of citizens and respect for the law.”

The biography for Soto on his law firm’s web page indicates that he has a 20-year professional law practice in which he has represented local and foreign companies in corporate business and business litigation.

His biography highlights his experience in energy projects, construction of civil works and infrastructure, tourism, and the pharmaceutical industry. He has been a litigator in tax, public bids, contract termination, financial crimes and real estate disputes.

He has a master’s degree in criminal law from the Universidad Autónoma de Santo Domingo, a postgraduate degree in civil procedure law from the Pontificia Universidad Católica Madre y Maestra and post graduate studies in constitutional law, criminal procedure and litigation from universities in Miami, Costa Rica, Chile and Argentina.
