
On Wednesday, 12 August, President-elect Luis Abinader tweeted that he had chosen Sigmund Freund Mena as his director-general for the Public-Private Alliances Agency (APP), a new government entity. The Public-Private Alliances Law 47-20 that created the agency was enacted on 20 February 2020.
Freund Mena graduated in law in 2001 from the Pontifical Catholic University Madre y Maestra (PUCMM). He specialized in Administrative Law at the University Paris II, Paris, France (2002) and has a specialization in Telecommunications from the Institute of Telecommunication Administration of Canada, Montreal Canada (2003).
He was a junior lawyer at Pellerano & Herrera law firm from 1999 to 2000, then legal advisor to the management of the Development Fund at the Dominican Telecommunications Institute (2002-2004).
In 2004 he was co-founding partner of Staff Legal. Staff Legal partner Eduardo Sanz Lovatón is the named Customs Agency director for the Abinader administration.
Freund Mena is a specialist in business, tax, contracts, business as well as litigation. He has been a professor of Business and Telecommunications Law at the PUCMM since 2003.
He is currently the secretary of the Dominican-Israeli Chamber of Commerce.
