The Ministry of Public Health’s Epidemiology Department Coronavirus Bulletin #215 reports 306 new PCR confirmed cases. A low of 2,245 first PCR tests were carried out in time for the bulletin deadline. The previous 14-day average is 3,521 tests.

The 24-hour positivity rate is at 13.63% and the 4-week positivity rate continues to decline and is at 12.16%, a new low. The Ministry of Public Health reports active cases are now at 20,498 cases, maintaining a downward trend.

Nevertheless, the country continues under the declaration of a National State of Emergency at least through 1 December 2020. The Ministry of Public Health is concerned that home and friends’ gatherings and increased mobility can bring virus flare-ups in other countries worldwide affected by pandemic fatigue. There continue to be sporadic spikes in Greater Santo Domingo and the provinces.

This situation is why the Ministry of Public Health continues to recommend keeping curfew and preventive measures. The curfew is in effect through 11 November 2020, from 9pm to 5am Monday to Friday, and 7pm to 5am on Saturdays and Sundays.

As per Bulletin #215, with the deadline of 19 October 2020, the Ministry of Public Health has registered 121,973 confirmed cases since the first case on 1 March 2020. Partial curfew has been in place since 18 March 2020.

The number of deaths is 2,204, including one death recorded and none in the past 24 hours.

Local physicians in public and private systems now have better treatment protocols to deal with the sickness, resulting in fewer patients requiring hospitalization. In a population of more than 10 million, the fatality rate is 1.81% over the past four weeks. The fatality rate per 1M inhabitants is 210.94. The Ministry of Public Health reports that the average 1M inhabitants’ fatality rate for the Americas is 586.

Worldometer lists the 1M deaths per inhabitant rate for the Dominican Republic at 203. According to the 1M deaths statistics, people are less likely to die of Covid-19 in the Dominican Republic than in Spain at 732, Brazil at 727, the United States at 682, the United Kingdom at 647, Italy 607, Argentina 598, Colombia 573, France 519 and Canada 259, all major source markets for Dominican tourism.

The Ministry of Public Health report #215 indicates that the occupancy of hospital beds continues to decline. 20% of Covid-19 hospital beds are occupied (683 of 3,348 total available). 29% of the intensive care units for Covid-19 are taken (154 of 531 beds). Health Minister Plutarco Arias says that the emphasis is on detecting the cases early on, so fewer persons now require hospitalization.

As of 19 October at 6pm, the deadline for Bulletin #215, the most confirmed cases were reported for the National District (31,961) and the Santo Domingo province (24,565). The numbers account for 46% of the 121,973 confirmed cases nationwide.

Other provinces with more than 500 confirmed cases are: Santiago (13,520), La Altagracia (4,618), San Cristobal (4,508), La Vega (4,510), La Romana (3,054), Duarte (2,999), Puerto Plata (3,022), Espaillat (2,531), San Juan de la Maguana (2,146), Azua (1,996), Barahona (1,971), Sánchez Ramírez (1,793), San Pedro de Macoris (1,661), Monseñor Nouel (1,504), Peravia (1,275), Maria Trinidad Sanchez (1,170), Valverde (876), Hermanas Mirabal (850), Baoruco (817), Independencia (611), Santiago Rodriguez (590), Pedernales (545), El Seibo (536) and San José de Ocoa (516).

The Ministry indicates that the newest allocated cases (more than 9) reported for the 19 October update deadline are: Santo Domingo (91), National District (84), Puerto Plata (20), Santiago (17), San Cristóbal (15), Duarte (13), María Trinidad Sánchez (10) and Peravia (10).

Haiti reports 8,976 confirmed cases and 231 deaths, for the 19 October 2020 deadline.

In the Americas, the Dominican Republic is now ranked 12th in confirmed cases after the United States, Brazil, Colombia, Peru, Mexico, Argentina, Chile, Canada, Ecuador, Bolivia and Panama.
