Case against the Canódromo chief filed in court

On Friday, 5 August 2022, the Public Prosecutor’s Office of the National District filed the formal accusation against seven persons accused of violent aggression against Ombudsman Pablo Ulloa, his staff and media that were on an inspection visit of the Canódromo vehicular retention center. The inspection was aborted when the chief of the Canodromo operation, Colonel Ysabelita de los Santos Perez and her staff met the officers and media with violent actions. The accusations were filed before the Coordinating Office of the Instruction Courts

The prosecutor’s office asks for the opening of the trial against Ysabelita de los Santos Pérez, Geraldina de los Santos Peña, Marisol Vargas, Nataniel Javier Javier, Starling Ramírez Sierra, Ronny Recio Rosario and Carlos Oliver Borque Paulino.The legal recourse states that the accused assaulted the victims, both physically and verbally.

The Ombudsman motivated the inspection after citizens filed multiple complaints against the Canódromo operation in his offices.

The legal recourse states that when the victims were about to enter the administration offices of the Vehicle Retention Center, the accused Ramirez Sierra snatched and destroyed the video cameras of a CDN cameraman and a smart watch. Canódromo staff stripped a reporter from Listin Diario and the Ombudsman’s photographer of their cameras. These were also physically assaulted.

The file says that Ombusman Pablo Ulloa was hit in the the back and pushed, causing him physical injuries that took 10 days to heal, according to a medical certificate.

Attorney Bunel Ramirez maintains that the accusation presented by the District Attorney’s Office against the former manager of the El Canodromo vehicle holding center, Colonel Ysabelita de los Santos, has no legal basis.

“When the case is aired, it will be known that the Ombudsman had committed an outrage against the colonel and her subordinates, according to article 224 of the Penal Code”, said the lawyer when reacting to the accusation filed yesterday by the prosecutor’s office.

He also indicated that he will present the Ombudsman, Pablo Ulloa, as the first witness on behalf of his client, since he maintains that “his own statements will prove that he provoked the incident.”
