
Truck drivers practically paralyzed traffic on Tuesday, 3 January 2023 on the western end of the 30 de Mayo Highway from the intersection with Luperon Avenue to protest the recent implementing of the 2020 National Institute of Transit and Land Transportation (Intrant) resolution that seeks to organize cargo traffic and keep it out of the congested city center. Traffic was affected in both directions on the 30 de Mayo Highway.
The truckers caused a major traffic jam when impeding the flow of traffic to protest the implementation of Intrant Resolution 258-20 that prohibits cargo vehicles with more than three axles inside the perimeter defined as a Restricted Access Zone (ZAR).
The cargo transport drivers complain that members of the Dirección General de Seguridad de Tránsito y Transporte Terrestre (Digesett) and the Intrant stop them and fine them, even when they have valid permits to transport within the Restricted Access Zone.
Resolution 258-20 orders vehicles with three axles or more, heavy load vehicles, to respect the restricted access zone (ZAR Zone) established by the authorities. The limits of the Restricted Access Zone are: to the East, the Ozama River; to the West, Gregorio Luperón Avenue and/or Duarte Highway; to the South, George Washington Avenue (Malecón) and to the North, República de Colombia and Reyes Católicos avenues. All areas that are surrounded by these roads are restricted for those who do not have the permits issued by Intrant.
The Colonial City, Gascue and Ciudad Nueva are off limits to cargo transport. Trucks with three axles or more are allowed to circulate only from 8pm to 6am on the Av. Correa y Cidrón and the Malecón. Only those permits are authorized to circulate from 9am to 4pm. The 30 de Mayo Highway and the República de Colombia Avenue are now under the same restrictions.
The resolution also establishes that the avenues John F. Kennedy, Padre Castellanos, Yolanda Guzman and Josefa Brea Street be used as the routes to the Port of Santo Domingo and connection to the recommended routes to access the buffer zones and access to the Santo Domingo Beltway, mainly formed by Luperon Avenue, Duarte Highway, Isabel Aguiar Avenue, España Avenue and Sabana Larga. In addition, Pedro Livio Cedeño and Máximo Gómez Avenues are designated as alternate routes for the Ensanche La Fe Industrial Zone.
Intrant says it will monitor heavy vehicles entering Santo Domingo through a Global Positioning System (GPS) that will be installed.
On Tuesday, throughout the city, Digesett agents inspected heavy vehicles with more than three axles that sought to circulate in the ZAR zones. Those found not to have the correct permits were ordered to leave the vehicle parked until the fine is paid and the permit obtained.
Resolution 258-20 is based on the Restricted Access Zones (ZAR) defined in Mobility, Land Transportation, Transit and Road Safety Law 63-17.
Intrant has already issued a large number of permits for heavy vehicles with more than three axles to circulate in the ZAR zones.
