Two more Haitian PMs banned from entering DR

President Luis Abinader instructed Migration Agency director Venancio Alcántara Valdez to ban two past prime ministers of Haiti from entering the Dominican Republic. These are Evans Paul and Laurent Salvador Lamothe who served as prime ministers during the Michel Martelly government ( (2011-2016). The men are part of a list of people recently banned on grounds that these pose a threat to the interests and institutions of the Dominican Republic.

The 39 listed persons banned on grounds of the application of Art. 15 of the Migration Law 285-04 are:
Youri Latortue; Gracia Delva, Liszt Quitel, Rodolphe Jaar, Bredy Charlot, Kesner Normil, Evans Paul, Assad Volcy, Jean Tholbert Alexis, Victor Prophane, Laurent Salvador Lamothe, Richard Lenine Hervé Fourcand, Rony Celestin, Gary Bodeau, Espérance Pierre, Charles Kiko Saint-Rémy, Sherif Abdallah, Arnel Belizaire, Salim Succar, Reynold Deeb, Nénel Cassy, Berto Dorcé, Antonio Cheramy (a) Don Kato, Steve Khawly, Frantz Cole, Jean Mardoché Vil, Fritz Désiré, Dieuné Day, Romel Bell, Wakin Pierre, Jhonson André (a) Izo, Manuel Saloman (a) Manno, Joselito Petit-Homme (a) Ti Makak, Carlo Petit-Homme (a) Ti Makak, Elan Luckson, Jermaine Stephenson (a) Gaspiyay, Albert Stevenson (a) Djouma, Julmé Ernst (a) Ti Greg and Woodley Ethéart (a) Sonson La Familia.

The Presidency explains these persons have been in conflict with the justice system in Haiti, in some cases, and may have issues with arms trafficking, support to criminal gangs in Haiti, among other issues that justify the limitation of their access to Dominican territory.

In a press release, the Presidency says the governments acts according to Art. 128 of the Constitution, which empowers the President to prohibit, when it is convenient to the public interest, the entry of foreigners into the national territory.

The Presidency indicates that Migration Law bans the entry into the national territory of those foreigners who have a criminal record or who, in the opinion of the competent authorities, constitute some kind of threat against national security and the interests of the Dominican Republic.

The Presidency says it is complying simultaneously with the resolution adopted by the UN Security Council that imposes sanctions to Haitian citizens related to the situation of violence and insecurity in Haiti.

Previously, the Presidency had banned the entry of Haitian former prime minister Claude Joseph and 12 leaders of Haitian gangs: Jimmy Cherizier (Barbecue); Innocent Vitel’Homme (Vitelom – Gang Vitelom); Destina Renel (Ti Lapli – Gang Grand Ravine); Wilson Joseph (Lanmo San Jou, bang 400 Mawozo). Also Claudy Celestin (Chen Mechan- Gang Chen Mechan (Carrefour-Tabarre); Alexandre Ezechiel (Ze – Baz Pilat; Kempes Sanon Baz BelAir); Chery Christ-Roi (Chris-La; Félix Monel alias Mikano – Baz Waff Jeremie); Jean Pierre Gabriel (Ti Gabriel – Gpèp); Alexis Serge Renel ( Ti Junior); and Orlichen Emile (Pe Lebren- Baz Delmas).
