Eugenio Cedeño of the ruling Partido Revolucionario Moderno (PRM) has sparked controversy with his statements about sex in marriage. He believes that a husband should be able to have sex with his wife without her consent, even if she does not want to have children. Cedeño argued in an interview on Primera Hora TV program that this is not a criminal act because the couple has already established sexual consent through their marriage contract. He also stated that if a husband removes a condom to infect his wife with a sexually transmitted disease, it is criminal, but if he removes it to impregnate her, it is not a crime. These views have been widely criticized and have sparked significant public outrage and indignation.
Fellow party member Faride Raful, PRM senator for the National District, says that Eugenio Cedeño has always had these views and has strongly defended his position and stand on clauses that affect women’s rights and children that are included in the Penal Code that passed in the Senate.
Raful says that while Cedeño has come forward with what he thinks, others in both houses have remained silent but likewise voted for articles that violate women and children’s rights.
On 9 July 2024, the president of the Chamber of Deputies Alfredo Pacheco urged deputies to pass the Penal Code.
After the controversy over the statements about sex in marriage, the president and secretary general of the ruling PRM party, held a press conference to say that these were individual views of the legislator and did not represent the position of the ruling political party.
The PRM is majority in both the Senate and the Chamber of Deputies. Mayor of Santo Domingo and secretary of the PRM, Carolina Mejia said on X: As a wife, mother, daughter, friend, colleague, I condemn any expression that incites violence against women. The individual positions of colleagues on issues that contravene the principles of our organization do not represent us.”
