
Recently named to the position, Porfirio Andres Bautista García replaces Igor Rodríguez Durán, who was filling in for Jose Ignacio Paliza, who had taken a leave of absence to lead the political campaigns of the Modern Revolutionary Party (PRM) into the May 2024 general election. Paliza is the president of the PRM.
The Administrative Minister of the Presidency in the Dominican Republic plays a crucial role in the executive branch of government, primarily serving as a key advisor and administrator under the President. This position is responsible for overseeing the daily operations of the Presidency and ensuring that the executive office functions efficiently.
At the onset of his second term as President, Luis Abinader announced he had chosen Porfirio Andres Bautista Garcia, one of the original founders of the Modern Revolutionary Party (PRM) to the position. Andres Bautista was the PRM’s first president. The decree was signed on 17 July 2024 with immediate effectiveness. The media was prompt to publish the background of the politician.
In a case that took five years in the judiciary, Bautista was finally discharged in October 2021 from charges of taking bribes from Odebrecht and illicit enrichment. Bautista had served as president of the Senate during the bonanza years of Odebrecht in the Dominican Republic. Bautista García was prosecuted by former Attorney General Jean Alain Rodríguez, who today is sitting for the Medusa Case, a lengthy case with charges of bribery, corruption and asset laundering, among others. This is the same Jean Alain Rodríguez whose accusations against his successor Miriam German Brito led to her removal from her position in the Penal Chamber of the Supreme Court of Justice during the same President Danilo Medina administration.
The newly appointed administrative minister of the Presidency, Porfirio Andres Bautista served as senator for the Dominican Revolutionary Party (PRD) for the province of Espaillat (Moca) from 1994-1998, 1998-2002, 2002-2006 and 2006-2010. He also served as president of the Senate from 2001-2003 and 2005-2006.
He was the first president of the Modern Revolutionary Party (PRM) and served in this position from 2014 to 2018.
Bautista García is a graduate of the PUCMM in law and from the ISA in agronomy. He has several agriculture sector ventures, many started by his father, primarily in the poultry sector in his home province of Espaillat.
On 14 October 2021, he was discharged from accusations of illicit enrichening, forgery, asset laundering and bribe-related charges regarding the Odebrecht operations in the Dominican Republic.
During the first term of President Luis Abinader, Bautista had kept a low profile. Nevertheless, he was active representing President Luis Abinader at several business activities in the past years. He held the position of honorary advisor to the President during the 2020-2024 administration. His son, Andrés Emmanuel Bautista, was named by President Abinader as general consul in Port-au-Prince, Haiti at the start of his government.
