Armed Forces Intelligence director named to the Migration Agency

President Luis Abinader issued Decree 560-24 on Saturday, 28 September 2024, naming Vice Admiral Luis Rafael Lee Ballester to the position of director general of the Migration Agency, the Presidency website reports. He replaces Venancio Alcántara who held the position since 2022.

At the time of his appointment, Lee Ballester served as the director of the Center for Command, Control, Communication, Computers, Cybersecurity, and Intelligence Agency for the Armed Forces. The agency is commonly referred to as C5i. Lee Ballester has defined the C5i as the main command of the Dominican armed forces.

A graduate of the Naval School of the Dominican Navy, Lee Ballester graduated with honors in 1983. He has vast experience in various security-related fields, particularly in border security reinforcement. He has also coordinated support services for the National Police regarding citizen security and is an expert in matters related to the International Maritime Organization (IMO).
