
In a recent interview with the program “Matutino Su Mundo,” former JCE president Roberto Rosario emphasized the board’s crucial role in bolstering national identity through the issuing of the national ID card. Rosario is a close aide to former President Leonel Fernandez, the presidential candidate for the leading opposition political party, the Fuerza del Pueblo.
Rosario asserted that, according to the Constitution, the JCE is responsible for managing both the civil registry and the electoral registry.
Rosario highlighted the role empowers the JCE to streamline and authenticate all documentation related to national identity. “Now more than ever, this is necessary,” he stated, “as there is always a potential risk of contamination within the civil or electoral registries.”
He sees the ID card renewal process as a historic opportunity to fortify the nation’s identity records, ensuring their integrity and accuracy.
In October 2024, at the time of announcing the procedures for the issuing of the new ID cards, the plenary of the JCE acknowledged that 2.8 million persons had records that were not complete and that they were tackling the situation. This number represents 34.37% of the electoral roll, which for the 2024 elections included 8,145,548 citizens.
At the time, Janet Camilo, the representative for the PRD political party at the JCE, had stated that the Electoral Board (JCE) would attempt to correct deficiencies in civil registration while working on issuing the new identification cards.
“They are now going to segregate them into groups,” Camilo explained at the time, as reported in Diario Libre. “For instance, those with issues related to late declarations will form one group, and those missing birth certificates from their parents will have a separate protocol. With this approach, they will start refining the entire system,” she said.
