
National Police director Ramon Antonio Guzman Peralta announced the appointing of Colonel William Batista Castillo to replace Colonel Abiu Aaron Zilberberg Cabral at the Jarabacoa Operational Department. Zilberberg Cabral was suspended after an investigation following his placing obstacles to a noise-cancellation operation by the Alcohol Control (Coba) division of the Police in Jarabacoa, La Vega, the mountain vacation town. The incident was recorded and went viral.
Following the announcement of Colonel Abiu Aaron Zilberberg Cabral’s suspension, National Police Director Ramón Antonio Guzmán Peralta appointed a new commander for the Jarabacoa Operational Department.
On Friday, 21 March 2025, Guzmán Peralta implemented several changes in the operational and administrative areas of the law enforcement agency, including the appointment of Colonel William Batista Castillo to replace Zilberberg Cabral. The video that went viral on social media showed Zilberberg Cabral addressing the COBA officers, telling them, “You are neither a colonel nor a general; you must say ‘yes, sir’ and ‘no, sir,’ nothing more.”
In the video, Zilberberg Cabral can also be heard telling one of the agents, “I’m not afraid of anyone in this business,” after the officer explained a complaint they had received from an anti-noise deputy regarding a video showing a business in Jarabacoa with high levels of noise pollution.
“Tell him I said that I’m the one in charge here,” Zilberberg Cabral added. Realizing he was being filmed, the suspended colonel then instructed the officer to stop recording and ordered a report stating that he was “looking for money in the street.”
Following the incident, the Police issued a statement announcing Zilberberg Cabral’s suspension and confirmed that he was being interrogated to clarify the events.
