Reopening of commercial DR-Haiti flights delayed

The restart of commercial flights between the Dominican Republic and Haiti scheduled for 1 May 2026 did not happen. On 17 April 2026, the ministries of foreign relations for the Dominican Republic and Haiti had announced flights would be authorized from Cap Haitien International Airport, according to Resolution 92-2026. A new start date has not been announced.

Le Nouvelliste of Haiti reports that the Dominican Republic’s Civil Aviation Board (JAC) now says resumption of air connectivity with Haiti is contingent on a security framework yet to be finalized. The protocol is drafted to “ensure safe and orderly operations between the two nations.

As reported, the JAC has emphasized that the proposed security protocol is a comprehensive document addressing critical regulatory areas, including health, phytosanitary standards, and migration controls.

“This Security Protocol aims to establish necessary measures in the sanitary, phytosanitary, and migratory fields, among others, and constitutes an essential document for the safe and orderly development of aerial operations between both nations,” the statement read.

The communication, which was also circulated by various Haitian media outlets on the social platform X, underscores a shift toward more rigorous oversight before commercial flights can return to regular schedules.

Recently, a Belgian military flight that had landed at Port-au-Prince International Airport reported r the airplane had been shot. The aircraft had brought new military staff from Chad to replace departing Kenyan troops. An inspection of the aircraft revealed the bullet holes on the plane.
