The newly appointed Francisco Alejandro Campos Álvarez is a former army man with experience in port administration. He was appointed executive director of the Dominican Port Authority (Apordom) by President Luis Abinader through Decree 554-26 on 16 August 2026. He succeeds Jean Luis Rodríguez, who was named Minister of Housing, Habitat, and Buildings.
Campos Alvarez has a bachelor’s degree in Marketing with a concentration in General Administration from Universidad Iberoamericana (Unibe). He also has advanced studies in finance, business management, project development, risk management, insurance, and technological innovation.
Prior to his appointment he had served as president of Apordom’s board of directors from August 2020 to August 2026. He concurrently chaired the Presidential Commission for Port Modernization and Security (Comisión Presidencial para la Modernización de la Seguridad Portuaria). In these roles, he oversaw major maritime infrastructure initiatives, including the development of cruise terminals at Cabo Rojo, Samaná Bayport, and Taíno Bay.
Greymer De Peña
The No. 2 at Dominican Port Authority brings to the position his extensive work as a politician, El Dia reports. Greymer De Peña Arias brings a 25-year political background to his new role as Apordom deputy director. He was appointed by Decree 591-26. He was sworn in to the post by director Campos Alvarez, alongside the new president of the board of directors Julia Luz Muñiz Suberví.
His biography notes that De Peña Arias has had more than two decades of political strategy and public service experience in the National District to the position. His background includes leadership roles as former president of the PRD/PRM Youth in the capital, coordinator of national youth campaigns, head of allied party operations for the 2024 municipal elections, and national coordinator for the political movement “Fortaleciendo el Cambio.” Upon taking office, he expressed gratitude to President Abinader for the trust placed in him.
The new president of the Apordom Board, Julia Luz Muñiz Suberví is a Dominican attorney, institutional advisor, academic, and public official. She was appointed to the position in August 2026 by Decree 554-26.
Professional and institutional experience
- Legal & consulting: Founder and managing partner of Muñiz Subervi Consultores Legales and co-founder of Candiotti Group, specializing in governance, public policy, educational law, family law, and corporate consulting.
- Public sector experience: Prior institutional roles include advisory and legal capacities at the General Directorate of Customs (DGA), the National Institute for Comprehensive Early Childhood Care (Inaipi), and the Superintendency of Electricity (SIE).
- Leadership and advocacy: President and founder of the Association of Family Law Attorneys (ADADEF).
She holds a Bachelor of Laws (LL.B.) from the Pontificia Universidad Católica Madre y Maestra (PUCMM). She completed postgraduate studies including a Master’s in Human Resources Management at EAE Business School (Barcelona, Spain), a Postgraduate Degree in General Management from Barna Management School, and international business negotiations at Universitat Pompeu Fabra (Barcelona, Spain).
She is the former vice rector of academic affairs and former executive director of the Association of Private Educational Institutions (AINEP). University professor in master’s programs specializing in educational center management, labor relations, and child and adolescent rights.
