The name of the influential Secretary to the Presidency, Rafael Bello Andino, one of the closest aides to the President, has been mentioned in the investigations being carried out by the Procurador General de la República, Luís Nelson Pantaleón González, at the request of the General Controller, Victor Grimaldi. The latter has gone public in indicating that there have been serious irregularities in the managing of a plan to purchase stoves that would reduce deforestation in rural areas which is funded by a tax of 15 cents per gallon on sales of unleaded gasoline. The investigations are being held as a result of an audit carried out by the controller at the Ministry of Industry and Commerce. Bello Andino was the person who began the plan for the purchase of the stoves.
