Presidency seeks to consolidate intelligence agencies in one

The legal advisor to the Executive Branch, Antoliano Peralta Romero says the Presidency has submitted a bill that would create the National Intelligence Agency (DNI). It would replace the National Investigations Department (DNI). The new entity would centralize and regulate the national intelligence system.

During a press conference at the Presidential Palace, Peralta Romero said the new entity complies with Art. 261 of the Constitution, that calls for the intelligence system to be regulated by law.

He explained the bill features regulations to establish a difference between the old intelligence regime that evokes dark memories of violations of rights and a modern, legal and institutional system that would operate effectively.

The new agency would centralize several systems that are today operate independently. The new agency would collect, process and disseminate information regarding the security of the state and its institutions. It would consolidate the National Intelligence Department (DNI) and the military intelligence systems – Defense Ministry (J2), Army (G2), Navy (M2), and the Ministry of Defense’s C5i, that is the Center for Command, Control, Communications, Computers, Cybersecurity of the Armed Forces.

Upon taking office in August 2020, President Luis Abinader appointed the first civilian director of the DNI, Luis Soto. The position since the days of late President Joaquin Balaguer had been held by a military.
