Constitutional Court orders return of Pepe Goico to ranks of Dominican Army

After many years in the courts, the Constitutional Court has ordered the return of controversial retired colonel Pedro Julio Goico Guerrero to the ranks of the Army of the Dominican Republic (ERD). Known as Pepe Goico, he was a major figure involved in scandals during the regime of Hipolito Mejia (2000-2004).

The court also imposed a penalty of RD$10,000 against the Ministry of Defense, the Minister of Defense, Lt. Gen. Carlos Luciano Diaz Morfa, and the General Staff of the Armed Forces for each day that the return to the ranks is delayed.

The Constitutional Court ratified the decision of a lower court, the Superior Administrative Court (TSA), and stated that fundamental rights of Goico Guerrero had been violated in the process that led to his discharge from the army.
