I am going to DR 1st time in Jan 03. Are there any towns with nice beaches that aren't overly touristy?

Well, the city of Puerto Plata has a small beach. Most of the tourists are in resorts of Playa Dorada, Sosua and Cabarete so that beach are not overly touristy.

Las Galeras, outside of Samana, is not overly touristy. It has been discussed in previous threads; you'll find them in the archives.

For information regarding Las Galeras (secluded and quiet with some 12 beaches on it's twin bays), Las Terrenas (more touristy and with 8 miles of beach) and other nice areas of the Samana Peninsula, check out www.samana.net or the Samana section of DR1.

You might also want to try

Guayacanes or Juan Dolio. Neither are overly touristy and the beach in Guayacanes is magnificent. Grant you if you're not staying in one of the AI's in Juan Dolio, accomodations are 2 star at best and most would only be one however most are clean, friendly and affordable. The south coast has great weather and is within easy reach of sight seeing and other fab beaches via public transportation.
