well, here in this country, you have almost as many taxis present as there are cars.

Not exactly, in NY there are more taxis than cars it seems and uber works. I am not sure but it seems to be a side gig for most drivers, I don't think they do it full time. But, there are enough drivers so that a uber car is never than 5 min away.
In Paris, the number of taxis is purposely kept low so that they can charge much higher price and uber is making a killing since it became much more affordable to take uber.
I don't see it as an option for tourist inn DR as you would need internet on the go. For locals in big city, who knows? Price better be attractive, but prices are already low. I don't see a driver accepting barely more than a concho.
