I got curious about Viva so checked their website, they don't seem to mention LTE (4G) on their site and checking their frequencies on link below only shows UMTS (3G):

(Note that their 3G is on 900, same as Orange, but not like Claro which is at 850, so check your phone on the same website above to see if it is compatible.)
Also one of their offers of unlimited data from their website here say:

"Data Ilimitada, que se acomoda a tu bolsillo y a tu necesidad de navegación. Al llegar a la Data incluida en tu plan la data se degrada a 384Kbps. Tienes hasta 2GB de data para consumirlo como quieras."
So in effect it is not unlimited data at full speed, after 2GB the speed slows to 384Kbps.
Although they have another offer of unlimited data for your "APPs", as mentioned for 145 pesos /month.

But I am not sure if this allows using it for all internet usage, like browsing, downloading stuff or hooking up your TV box and watching movies. Various telecom companies have a way of preventing this, I know in other countries an offer like this can only be used on the cellphone certain APPs.
But I have never use VIVA, so have no idea how it all works....
