This is a very good point, a lot of people are totally confused about these two things (either unintentionally or deliberately !) and they confuse others. Those who need a visa to come to DR are in a totally different category to those who do not - DR gov is also very sensitive towards that lot, due to economical situation or whatever other reason, and has placed a visa requirement for their entry. Even westerners who get a visa for work, study or anything else (perhaps even a tourist visa) will have a visa and a stamp on their passport that has an expiry date. You will get in a lot of trouble in DR (or any other country for that matter) if you are caught in the country past that date - it is 100% explicit on your passport that you are breaking the law and your terms of stay.

Now tourist entering the country without a visa and get a stamp in their passport with no expiry date and a big fat sign with a schedule to pay exit fees depending on how long you stay - well, have fun and enjoy your stay for as long as you like... ! lol

I think that helps clear up a lot of confusion. Looks like they are targeting people overstaying their Visa's not tourists who don't needs a visa and overstay.

I was going home on the 29th day for months over this stupid issue and I have a wife in DR who is pregnant. I almost went to apply for a visa (that I would have been denied for initially and had to spend thousands on) in fear of being denied entry and my pregnant wife here without me. I had attorneys telling me that they are cracking down and this and that and finally found an honest attorney who told me he didn't want to take my money and just travel the way I am and I'm dine. All worry for nothing basically......

Hopefully we all understand that....
The issue is with the ‘chronic ‘ overstaying.... as in really living here vs visiting for 4-6 months at a time

What is chronic overstaying? I've heard of people staying for years and leaving and coming back no problem. If you stay 4-6 months and leave for a week or two does that count?

I think ... me.... that those who appear to live here will be/are the targets

If you define them as ‘tourists’....they have no problem

Define a tourist .....

Then ask about illegal residents.... or quasi residents
I suggest that’s the crux of it

I doubt is applies to Americans coming on a tourist card.....every time I fly into Santiago airport immigration isn't even open .......I asked immigration officers at the airport many times they said stay as long as you want pay when you leave I brought up overstaying many times they said its fine .....I'll just go back to the states for a little and come back nobody will say anything .........people that have actual visas on their passports that need a visa to enter or Haitians and Venezuelans are the ones having problems overstaying and coming to work or live probably

If they were not open, how do they know how long you've stayed and how much to charge? You won't even have an entry stamp in your passport to show you entered legally(?).

to me - the error in your thinking is using the past tense of the verb - to hear-

we are talking about the future application of regulations...
not what was - what will be

if ever put into play !!!
nobody has a quarrel with how it has been handled

what does the future hold - is the question

If we knew the future we would all be rich. Just give me tomorrow's news today and I could fill a room with money.

I don't care about this issue anymore I doubt anything will ever come of it just a fear mongering thread.....my wife will be a lawful permanent resident soon for USA only took three months from the beginning to end of paperwork

William, thank you for stating in your other post that this is your opinion (missing here). Who or where from the Dominican Republic Gov or representatives does anything or anyone differentiate between the two? All I have seen from what many here have posted refers to people overstaying a visa card NOT for what period of time. When you write "Hopefully we all understand that.... The issue is with the "chronic" overstaying...as in really living here vs visiting for 4-6 months at a time" you imply something which to my knowledge doesn't exist.
Please show where the D.R. Gov differentiates and where the cut off on overstay is ok and when it becomes a problem.

thanks,

I had been a little concerned about a Canadian friend of mine who just returned yesterday after a five week trip back to Canada. He is a pensioner and has been coming here for longer and longer periods until now he practically lives here. He lives very frugally and claims he can't afford to go for Residency. His last stay here was for eleven months and my concern that he would have problems on leaving or returning to the DR.

I was pleased to see him back here yesterday and asked if he had encountered any difficulties. He said he had no problems, just paid the fine on leaving as usual and on return the only difference was that this time he was finger printed.

I'm not saying that this guy is right or wrong in what he is doing, just reported what I heard first hand from a friend who has no reason to mislead me.

The answer to the question is the whole reason for this thread
And nobody knows an answer but many are convinced that something is afoot

All murky and nebulous at best
