Thanks for the valuable infoPlease drop the sarcasm, I am trying to be helpful and report what I am hearing. I own a hotel so clearly I will have reasonable contacts in MITUR. Anyone with a hotel is going to have their contacts, that's how business is done in Dom Rep.
BA were definitely intending to fly starting July 19th. The main reason they dropped this route was because of the UK's quarantine requirements, last week a lot of pressure was being put on the UK government to open air bridges between certain countries including Dom Rep. The government has made it pretty clear they hate BA - last week they called them a National Disgrace in parliament, and the quarantine looks set to stay. I was also told by my contact that BA is now probably not going to fly until November, the reason being that they have zero budget left for repatriations and would not therefore risk any destination which could be impacted by hurricane activity.

I honestly don’t see the big risk for the DR opening the border. From the list in Listin Diario scheduled to Punta Cana we already know from posters that Panama, Switzerland and UK probably will not happen in July. Leaves Lisbon and Madrid and the Canada and US flights. It will mostly be the legal residents, property owners and tourists who have family and come often. Most countries still have international travel warnings including the US which also will limit travel. So DR obviously can’t adminster different documents so its either only citizens or anybody who can.

My "fein of surprise" was about Canada not letting some people in until now. Certainly not about the DR. Considering something to be wrong is not the same as being surprised with respect to the DR not letting legal residents back in. I am not surprised by that, but it is unfortunate.Canada did and does allow citizens and Permanent residents to return to Canada.
As most advanced countries did, in addition to organizing repatriation flights.
Some countries however did not even allow their own citizens to return, a experienced by cruise ship crews.
The DR is what it is, why feign surprise after living there for a long time?
