When Abinader says control and pushes tourism, he is talking about AI tourism. That was and is his the focus of his government when it comes to tourism. AI tourism is making a slow comeback already but has a long way to to. The nightly curfew has little impact on those staying at AI resorts since it does not apply to them.
Keeping the rest of the country "closed and safe at night" will be what is done to control the level of CV19 unless and until a sufficient number of people, whatever that number arbitrarily is, are vaccinated. That is why I say the end of 2021 will be that time. And I am sticking with that prediction.
All vaccines were created by far from stupid people, but still there is some mistrust, since the testing period was extremely short. Although, on the other hand, the development of vaccines in general has been going on for more than a decade and I want to believe that medicine has reached the point that an effective and safe drug can be developed quickly.
I do not doubt that the majority of tourism by far is in the AI resorts however I don't see that spelled out in anything I've read regarding Abinader. I am not a fan of AI's myself but visit them when family or friends visit and book before speaking to me. I will say that the last time in CHIC in Punta Cana, about 1 1/2 years ago there was a noticeable difference in that many of the guests were going out to PC clubs at night as opposed to say 10 years ago when everyone stayed within the confines of the resort. Either way the curfew will destroy many of the finest restaurants across the country which have depended largely on a dinner crowd. If you read the local news it has been clearly stated numerous times that that Abinader is focusing on AI tourism. It has been stated many times. I have posted these statements many times myself. That is where the money is , and hence the focus.
True that the non-AI businesses will continue to suffer through all or most of 2021. I don't expect to be playing live music any time soon.
The latest article I saw about tourism in PC was that they were hurting. I asked another 3 people today how many people they knew personally that "died" of, not had the virus and not one knew anyone. This is the norm since I've been asking.

Some unfortunate news about the Moderna vaccine. They released results of their clinical trials which showed a marked decrease in antibodies after only 3 months. Only more time will tell if there are enough antibodies and/or T cells left after 3 months for continued immunity to CV19. Nobody knows yet how long any vaccine will actually last.
When the vaccine research started and people that were actually infected were showing a decrease in antibodies after 3 to 4 months, I questioned how a vaccine could maintain immunity longer than actually having the disease. The experts spoke of m-rna vaccines and sugar plum fairies along with warp speed vaccine development and testing.
Now one of those prized vaccines is showing what perhaps is a huge problem. And for older people, the antibodies last a shorter time in the Moderna tests.
We have now idea how long the Astra Zeneca vaccine will last which is the current choice for the DR. Nor do we have any idea how long any of them will last.
For certain, if vaccine's immunity last only a few months, like 3 or 4, there will never be herd immunity. 2021 should reveal if this is really a problem.
