The OP mentions receiving a passbook and a debit card. If this means having two accounts, and both are in pesos, keeping most of the money in the passbook account would lessen the fraud/theft concern, as the debit card is what is most commonly exploited.
It is only one account in pesos. The Debit card is linked to that account and can be used with funds directly taken from the peso account. A US Dollar account would be a second account.......

On the rare occasion I have had that issue with a BPD ATM, the system sorts it out after a short time. I would see a reversal of the withdrawal when I checked online. I think maybe once or twice over the course of several years I've had to go to an office for a reclamation, and it was reversed.

My debit card account with BPD is separate from my passbook pesos account, So, I guess other banks might have a different setup

My BHD peso account is linked to a Debit card...........I can't see the need for a second peso account. And all transactions are done without ever producing a passbook..........

An account not linked to a debit card is a safer option if a person wishes to have a larger amount on hand. For the sake of example, having 50k in a separate account and 20k in a debit card account is safer than all 70k in the debit card account, if there's a concern of fraud or theft. And it's easy to move money from on to the other online as needed. Just my thoughts, may not be for everyone :)

Scotiabank is very good, especially for expats. I really like their service and they seem to complicate things far less than other banks.

Personally I just don't get this idea that banks are allowing strange sums to be taken out of someone's account. Especially not RD$ 300, that will only just buy a pequeña these days in the capital. I have a lot of bank accounts here, with Popular and Scotiabank, and have never once had a problem with money being taken out, not in over 10 years.

I have had success with Leon, now BHD and also Scotiabank over the years. Popular has a reputation for being "difficult", you know like a gal you met at speed dating on the Upper East Side.

I agree with not having a lot o money in your peso account, but I just keep the rest in my USD account. Very easy to go online and change USD to pesos if needed. I don't see the need for a second peso account(?).

I've had that happen once here at a BSC ATM. I tried to withdraw 10K pesos and got zero. Went inside immediately and told them of the problem and showed my receipt and was reimbursed in 3 days.

Same here. Always better to keep your money in Dollars and get pesos when needed.......

I would also add never let your credit card be swiped "in the back". Ensure you can see them swipe it and not record your info.

Regarding debits, that's my primary way of getting cash, with Remitly/Caribe Express the backup and Western Union as Plan C. I only go to well lit daytime ATMs for that.

Yeah but cash can't be tracked. I trust scammers and pickpockets more than the Federal Government

I've also had money taken from my account at BHD.... closed it and won't bank again in this country
I've had numerous unauthorized charges to my BHD account but they were all reimbursed withing a couple days. It was actually BHD that contacted me immediately of the charges asking me to confirm if they were mine or not. Somehow, they knew they fraudulent charges.

Make sure that BHD has your correct Email. If they do EVERY charge made on your debit card will get an Email in minutes................
