Here’s an odd story today. She’d been in custody about 2 months

SANTO DOMINGO.- The General Directorate of Migration (DGM) reported on the death of an American citizen who was detained in the Haina Detention Center.

He explained in a statement that the body shows no signs of violence.

He said that the woman, who was in Haina for the purpose of immigration investigation and deportation process, had "apparent psychotic disorders" and was arrested without documentation at the end of April in the eastern region.

When her identity and nationality were unknown, the Tourist Police referred her to the DGM, which reported having contacted several embassies to identify her.

"It was last Wednesday when it was possible to officially identify it through technological facial recognition tools, which was notified to the United States embassy in the Dominican Republic," says the Migration text.

He adds that on Monday morning the woman was found without vital signs or violence.

The body was transferred to the National Institute of Forensic Sciences

I knew it was for Haitians, but I didn't know they took gringos there. Something is not adding up.

Apparently it’s for anyone being deported. She was not identified until recently. I’m wondering if she was a black American mistaken for a Haitian? She had mental issues (ran out of meds maybe????), maybe couldn’t communicate. Whole story is strange.

Do you mean arrested for committing a crime?
or do you mean being detained and taken to local police detachment
then pressed to either pay a small bribe and go home that evening...
or understanding how this little game works, decline their "offer" and spend the
night in a cell with the rest of the people who declined their offer?

Immigration isn't out detaining law abiding people.

I didn't think of that but it makes a ton of sense if she's black. A couple of years ago I saw a tiktok video of a black dude being detained in the back of a migracion pickup. He spoke perfect English but yet they wouldn't let him go. He did not get deported but had to spend I believe one night in jail. Just horrible.

It looks like her mother is coordinating with US agencies on repatriation. I feel very bad for the mother, no parent should have to bury their child, much less in this type of situation.

This person was raped or sexually assaulted 15 times while in custody. Regardless of the circumstances, this is not right. I find it hard to believe that this person, who had psychological issues and a confused identity, was not only subjected to sexual torture but the authorities did nothing to protect the person. I find it hard to believe that the people in charge of custody of the individual did not know what was going to happen. They put an effeminate person in a cell with male prisoners. Not a killer, not a thief, just a person with mental issues.

Santo Domingo.- The case of the young foreigner found dead at the Haina Vacation Detention Center has taken a new turn following revelations about the detainee’s dual identities and questions surrounding the conditions of their detention. The National Council for Human Rights (CONADEHU) and attorney Carlos Sánchez have both raised serious concerns about how the case was handled.

The deceased, initially identified as Ezri Haijune, had introduced themself under this name—listed as male—during legal proceedings in the Second Chamber of the Criminal Court of the First Instance of San Cristóbal. Attorney Sánchez, who had been handling the case, confirmed that this was the name and gender the individual provided. However, the General Directorate of Migration (DGM) later identified the same person as Ellen Frances Hulett, a U.S. citizen, in a report released one day after the death was announced.

Sánchez explained that the young person was intersex, biologically presenting both male and female characteristics, though they personally identified as male. Despite this, they had a visibly feminine appearance. This likely contributed to confusion regarding their placement, ultimately leading to the detainee being held in a male cell block at the Haina center.

CONADEHU director Nelson Gutiérrez alleged that, during detention, the individual was subjected to repeated sexual assaults by male detainees, claiming at least fifteen perpetrators were involved. He further criticized the DGM’s new deportation procedures, which involve mass detentions over several days before group expulsions, increasing the vulnerability of those in custody.

The DGM confirmed that the detainee had been diagnosed with a psychotic disorder and was receiving medical care at the time of death. However, amid allegations of sexual abuse, inhumane conditions, and mismanagement related to identity and gender, calls for a thorough, independent investigation are intensifying.

Reveal deceased woman Haina was raped by 15 Haitians
HOLY SUNDAY. - The woman found dead at the Haina Holiday Center was sexually abused repeatedly, reported the National Council for Human Rights (Conadehu).
Nelson Gutiérrez, director of the entity, revealed in a video that Ellen Frances Hulett was raped by 15 Haitians.
He also reported that Hulett is from Ukraine, not from the United States, as indicated by the General Directorate of Migration (DGM).
He recalled that other similar cases have happened in the Vacacional and reported that Haitian women have given birth in an "inhuman form" and without medical care.
He also revealed that Haitian newborns have died in that center due to negligence of the authorities.

Horrible. Simply horrible.
I posted more info on the daily news report.

I also saw a video of this person in a cell with the group of Haitians who did the sexual assault.

I've seen a lot of holding cells here in my time, and this was the worst.

So so sad. Read the book Intersex. It is a novel but gives a good idea of the trauma. At the end of the book is a listing of countries where this is most prevalent. The Dominican Republic is one. In fact we have a beloved elderly doctor here who married his first cousin. His son was a vegetable, but the lovingly cared for him and carried him into church each week. Eventually he died. But the doctor is cherished. They are going to name our little public hospital after him.
