And that puts them in the FE welder camp of "Yeah, I cand do that"...Not exactly near Cabarete, but there's a German mechanic in Los Castillos that can weld aluminum. It's been a while but, last time I looked, I couldn't find one in Cabarete.

The German in Los Castillos died a couple of years ago. There is another German in La Mulatta who does aluminum. Go up to the first intersection, where New Life church is, and turn left. About a block in, the street curves to the right and the German's gate is on the right. Gate is usually part way open. It is a home and workshop. Good luck!I'll try him if you have his number ..
