In Cibao area around RD$250 per lb and I highly recommend you buy from
someone who is reputable/ well known in the area you choose to make your purchase.

And the Chivo Liniero is the best. Those goats feed on wild oregano in that part of the region and it gives them a great taste.

We are in Azua Prov. -- be a bit of a drive from the north.
Actually my wife and I were thinking about a trip to the southwest. She is due for vacation soon. It would be worth a side trip to buy some nice meat. I have not seen mutton here on the north coast ever. I can smell a nice joint of mutton slow roasting in the oven as I write!

There’s a section of Carretera Sánchez (Santo Domingo to San Cristobal) that has stand after stand of both live and skinned hanging goats. Buy a few pounds, buy a leg, buy a whole goat. Must be 5 or more, all near one another. Not far from intersection of Sánchez and the circunvalicion.
