The government of the RD can make you wear a mask but they cannot take away your freedom
Are you sure about that? The government has been infringing on our rigths for months now. What do you think the mandated lock down and the never ending cerfew are? Our freedoms are slowly being eroded. Think not? Have a look at the 2015 Dominican construction articles 46, 47, 48, 50 and possibly even 49 too. I don't see a carve out in the constitution that suspend our rights and freedom for medical emergencies or pandemics.

The ministries of Public Health, Interior and Police, Defense, and the National Police signed an agreement this morning, seeking to apply more forceful sanctions for violating government and health regulations by commercial establishments and citizens.

The actions that the authorities self-define as “forceful” seek to prevent citizens from continuing to ignore the curfew, physical distancing, use of masks, and other coronavirus preventive measures.

According to the deputy minister of the Ministry of the Interior and Police Jesús Féliz, to guarantee compliance with the protocols and sanitary provisions, the agreement establishes the continuous surveillance and supervision of businesses throughout the country.

Although it is the first time that the Ministry of Public Health has signed an inter-institutional agreement with the country’s security organizations, none of the sections of this pact are new for the sector of the population that continues to disobey the measures. Faced with this problem, Féliz pointed out that now the sanctions against violators of the sanitary provisions will be more forceful.

“This interinstitutional agreement seeks, on the one hand, to dismantle those permits that are not endorsed for people who need it and everyone who has it we must warn that, as of tonight, in the joint action of the National Police and the military bodies “The competent authority has not issued anyone who carries a permit that we determine will, unfortunately, have a regime of consequence that will be their arrest,” he warned.

The military bodies and Public Health inspectors were instructed to verify the validity of the circulation permits, the strict compliance with the provisions, the arrest of those who violate them, and the shops’ closings.

“If we see a commercial establishment open in the face of the descent of the Public Health inspector accompanied by agents of the National Police, a record will be drawn up and translated into action by the Justice, the establishment will be closed, and a jurisdictional body must determine if it has violated the legal provisions contained in the General Health Law.”

He continued: “It will be a method of coercive persuasion, you understand because you have a conscience or you understand why they make you comply,” said the vice-minister before the insistence of journalists on the actions that the authorities would take so that on this occasion the population obeys the national curfew.

The agreement was signed between those responsible for the institutions of the Minister of Public Health Plutarco Arias, the Minister of Defense Carlos Díaz Morfa, the Vice Minister of the Interior and Police Jesús Féliz, on behalf of its head Jesús “Chú” Vásquez, and the director of the Eduard Sánchez Gónzalez National Police.

No. It is not simply about guests in the DR.

It was your contention that human rights were not being violated. The government has to be granted a state of emergency so they can violate civil rights of ANYONE in the country. Not just tourists or legal residents, but citizens as well.

They have been granted several consecutive states of emergency so they can legally violate civil rights.

The DR is still in the first wave, and there are various provinces where the rate of infection is climbing once again.
From todays' DR1 News:

Local epidemiologists continue to alert the population that the spread of the virus comes and goes. The Ministry of Public Health is concerned that increased mobility, especially with the reduction of curfew hours and domestic tourism promotions, will affect the spread of the disease that is now said to be “under control.” This situation is why the Ministry of Public Health continues to recommend keeping a curfew and preventive measures. The new curfew is in effect is from 29 September to 17 October 2020, from 9pm to 5am Monday to Friday, and 7pm to 5am on Saturdays and Sundays.

Public Health authorities and military bodies announced this Thursday that they will sanction people who do not comply with the measures established to prevent and control COVID-19.

The authorities pointed out that they will verify the validity of the permits granted by the different competent public authorities, executing without exceptions the detention of those citizens who are not authorized to transit.

The ministers of Public Health, Defense, Interior and Police and the National Police, signed a collaboration agreement that establishes forceful actions to avoid the constant violation of the curfew, physical distancing, use of masks and other prevention measures.

The ministers ordered the continuous supervision of commercial establishments to guarantee compliance with the measures established to stop the spread of the virus, according to Public Health in a statement.

The agreement was signed by the Ministers Plutarco Arias, of Public Health, Major General Carlos Luciano Díaz Morfa, Minister of Defense, Jesús Vázquez, of the Interior and Police, and the Director of the National Police, Edward Sánchez González.

The curfew throughout the national territory is contained in decree 504-20, which indicates that the transit hours are Monday through Friday from 9:00 p.m. to 5:00 a.m. and Saturdays and Sundays from 7:00 a.m. pm to 5:00 am, and ratifies the mandatory use of masks in public places and in private places of public use as an essential measure to control the spread of COVID-19.

Remdesivir treatment of Covid-19 patients has positive effects
A recent study, published in the acclaimed New England Journal of Medicine, concludes that the antiviral drug Remdesivir shortens the recovery time in corona virus patients.

The researchers also find some reduction in mortality for patients treated with Remdesivir in this so-called double-blind, randomized, placebo-controlled study involving 1062 covid-19 patients hospitalized with a lower respiratory tract infection.
