while technically you're correct that money flows to DR from tourism, i've always considered it a privelege to be able to enjoy the hospitality the DR offers.
the attitude that somehow people should be welcomed simply because they spend money is misguided, i think. don't know your country of origin, but reminds me of the proverbial 'ugly american'.
there's no excuse for the apparent poor handling of the situation by Politur, but to think that a paying customer (tourist) deserves special treatment/allowances is crazy. DR or any country shouldn't be considered a playground to be abused simply because one has some money to spend.
Dominicans are even annoyed by Dominican-Yorks that come back & throw money around during their visits. Some people just like the opportunity to feel/appear important when they can't do so where they live.
