Is it necessary to fill out an e ticket application for entry to DR ?
I am flying in Wednesday morning

Yes.....BUT DO NOT PAY FOR IT. There is no charge. There are many sights that seem like an official site and they charge you. The official DR page has no charge.

I have traveled to Florida several times since they implemented this E-Ticket requirement. I always fly American and each time they have checked my phone/ proof prior to issuing me my boarding pass. They wouldn't let me continue without it.

You can if necessary, if you have wifi on your phone, but it's much easier and less stressful doing it in advance.
Best to do it in advance yes. I have done it a couple of times at check-in. I have a rule of going early to the airport. I have also at the airport in Santo Domingo filled in the Esta to the US at check-in. There are more and more things we have to remember to do when traveling.

Esta is a bit of a risk to do last-minute, payment processing can take a day sometimes and there’s no approval without it. Or does it?

You are right it is but the one time it happened I got it quickly and AA let me on the next plane to Miami without extra charge. Maybe I was lucky. It was some years ago. Later I have experienced Esta taking more time up to a day.

For exit, yes. I was on Edelweiss and they did even bother checking. The Delta ground staff ladies at Santiago do check the exit form.
For entry, you cannot even board without this.

Best to do in advance, I do both entry and exit at the same time as my trips are usually short.

As for ESTA, CBP recommendation is that the application be made at least 72 hours before the flight.

It is now!

Your airline may not allow you to board if you don't have the e-ticket completed. Also, when you are at passport control in the DR they will now scrutinize the details. I made a small error and was not allowed to proceed until it was corrected. Not like the old days!

I recently flew on Arajet for the first time. From a country outside the RD. And even they asked to see return flight information. (If you have residency you just show them your card - so make sure you have it with you.). And E-ticket is still required.
