For the Public interests, safety and whatever else about humans walking, should there be a ban on these instruments going on the sidewalks? Or, should these machines be allowed only on the road ways? Can there be requirements of a Tag? License Plate?

I have a friend who bought an electric MOTORCYCLE - not a scooter. From the moto shop at the entrance to La Mulata in Sosua. He bought it about a year ago. I haven't seen him for a while but I'll try to reach out to him for details and his thoughts on it.
