I think the various media outlets announced the granting of HC because that was the big headline. That said, the fact that it is not widely published that they are going to continue to hold the passport and this unconfirmed next hearing date of M28, is a sign they have more evidence or probable cause. They may not be announcing it to the global media because that's like feeding chum to sharks. There's no point in talking about "if" the government gives them a death certificate - they're not. And it doesn't matter "if" anything - no PR disaster and no massive lawsuit. No ifs, ands, or buts about it.

Yes, they are not criminal in nature, though fleeing from officers can rise to that level, he likely got a plea deal for the other charges to be pled down to one charge. His age then may also have been considered. He doesn't have a DR bank account and he is getting a free room and meals. The lawyers wouldn't cost anywhere close to $50K, whether true or not, its not an amount one could carry around in cash easily. Well actually in most countries it's missing for seven years without proof of death. In his case he fell into a very deep fast and cold river with lots of undertow.And that's in Canada. According to what Hijo posted, in the DR, no body - no death certificate, not for a very long time anyway.

The other reasons are legal closure to make legal matters stateside easier, and, though not even close to having her body, a death certificate does offer some degree of emotional closure.Fascinating conjecture at the alleged motivations for asking for a death certificate. I fully expect the 7 year rule back in her home state will be the way for her death to be official.
What does an official death certificate have to do with an actual death when it comes to being a Hindu? Certainly their gods are aware if she is dead or not and that process of rebirth moves on regardless of if a piece of paper declaring her dead is issued. Of all the reasons for asking for her to be declared dead by the DR, I think that is the least likely.
