HI, I am new to this Forum and to the DR

I disagree with C_G, it is no problem getting insurance here for your car without residency or a DR drivers license. Some say insurance companies can refuse to pay but many people have had claims and no problem.
I have bought and insured 5 vehicles here with no hassles at all, for 4 of them I had not gotten my Cedula yet.
A Cedula really has not made anything easier for us, we always are asked for our passport. The only thing it did help was to get a bank account at Popular in Cabarete.

I have been assured by my insurance company that it is no problem not having a DR license. The agent is a reputable expat and really has no reason to lie to me about this since I already get my insurance from her and asked after not before about this.

If that's they way it is then that's the way it is. You might consider giving the OP your brokers contact info as it looks like he'll be needing insurance.

Well, I am pretty sure that, he is correct in that it is not legal in most cases for someone to drive on a license issued in another country, for more than ninety days after entry. There is an actual Dominican lawyer of good repute that monitors the legal forum, and answers legal questions every so often. That's why I suggested that the OP should post a question on that forum regarding the validity of resetting the 90 day clock with a short trip to Haiti, or maybe his status of immigration legality as covered by the visa makes his use of a foreign license valid for longer than 90 days. It's better to know ahead of time though.

I would make sure that I was WELL on the safe side of the law

the RD system is is harsh...
present yourself well - when stopped, do not argue.........
and give them the license they want..... along with the cedula

Totally agree with Harley on this... I am not a resident either, I bought a car from a reputable dealer in the Punta Cana area, new vehicle, its been a little over 3 months now and they have my Licence plates ready ( Metal ones) First 3 months drove with a placa in the window ( paper), or whatever it is... I got insurance for $USD950.00, full coverage, casa conductor, 1 million liability and replacement value of the car ( not sure how long that is good for)... NO DR licence, Insurance didn't even ask for it.. Im not planning on getting residency for now and if I get pulled over by Amet I just show my passport or Canadian Driver licence, and if its a real issue, I'll just say its a rental... Everyone of these Amet guys seems dumb as nails no worries about talking yourself out of any situation, if you are calm and polite... And if the AMET Officer pulls the no DR Drivers licence on me ever, Mister Benjamin will quickly solve that issue..

I think this is probably the best thing you could have done. The process is much more involved than in North America. You will need help with the process. Remember a decent used car will cost you quite a bit more than in than in Canada. Please be careful who you do business with. You are not in Kansas anymore, or in your case Canada. If you can find a car through a private individual vs a dealer you may be better off.

my wife and I are Canadian, she has been issued a 1 year work visa by the DR as she is a teacher. She has a Canadian drivers license as do I , and I also have an International permit. Does this make it difficult to purchase, register and insure a vehicle?

The International Permit means nothing in the DR. Her license is valid for the period of her visa, but yours is not valid after your tourist card expires, which I think is 30 days, but others will have better information on that.

They will sell you a car and insurance, but be careful on if that insurance will actually pay you. Used cars here have their odometers rolled back as the first step in the resale process. So be careful. If you buy from a dealer, they will handle all of the paperwork and licensing. A private sale requires some running around to get the title changed to your name.
