Our Condo's HOA just informed us after three years of being a condo that the National Institute of Drinking Water and Sewerage (INAPA) wants to start charging our Condo $1000 USD a month for the water the condo consumes. Something seems very odd about this. Why wouldn't we have been charged to be hooked up to the system when the complex was built?

Just had a 160 foot deep tubular well drilled on my property at a cost of 950 pesos per foot and had to get two permits from the government to do so. According to the drill er they do charge for groundwater use but are remiss in doing so. None of the people using wells on the road are currently being charged.
