In a second press conference from the JCE, in the presence of the nine judges, at ten thirty, Luis Arias, president of the JCE spoke of his farewell to the observers in a press conference held. Instead of announcing the first bulletin results with the first numbers of the poll, the president of the JCE used the opportunity to speak of the vocation for transparency that led the court to invite the many observers. ?We are in the presence of many friends, members of electoral organizations of Central America and the Caribbean, and from other areas of the world, I believe that electoral observation should be a good custom and in no moment should it be seen as a signal of lack of confidence or questioning of an electoral system.? Electoral observation is a technical matter, he explained.

Arias spoke extensively about the observers and the program and the philosophy of the observation movement. And thanked them for being present and that it may not be the last time that they visit and that the ties continue. And we wish that your visit may happen again, he said in his good bye words to the observers.

Director del Interamerican Institute of Human Rights, Roberto Cuellar, took the stage to exhort to prevent any kind of violence and praised the Dominican people. Dominican people have proven they want their elections to become a regular practice, he said.

But there was no statement of the first bulletin with the results, despite preliminary results circulating by cell phone and internet of the comfortable lead of Leonel Fernandez.

Miguel Guerrero of CDN highlighted the concern of the OAS, and the ambassadors that at 11 pm the Dominican people had not received a first bulletin, when recent experiences in Panama, El Salvador and Spain showed quick results, and the technology is in place in he DR for this information to be made known.

Bottleneck occurred in the Municipal Board of the National District. Monsignor, interviewed there tonight, said that it was clear there someone was placing obstacles when the Dominican people have the right to know what the popular will expressed.

The president of the Municipal Electoral Board promised that matters would be expedited.

Unofficial quick count of a foreign firm estimated the toll to be at 57 PLD, 30 PRD, 10 PRSC of a sampling of votes.

Reports are that Vice President Milagros Ortiz Bosch, and PRD vice presidential candidate Rafael Subervi called PLD vice presiential candidate Rafael Alburquerque to congratulate him.

President Hipolito Mejia has just recognized the victory of his contender. The count from the PRD computer center is 54 PLD, 36 PRD, 9 PRSC. Source of this information is the TV program on TeleAntillas, channel 2, program of Juan Bolivar Diaz and Huchi Lora.

Did Hipolito really pull out???

My spanish is not that good, I am watching CDN and they are saying something like Hipolito is pulling out and admitting that the votes are not in his favor, anyone can confirm please????

What willl Hipolito come up with tonight?

So far his siquatrayos are obviously delaying the count.

The JCE seems to be afraid to release any data. They should at least by now finished with ALL the external counts. But as of 11:47 - there is no count from outside the DR.

So far cibaonews.com, cafebambu.com have published "extra oficial" exit polls indicating an overwhelming response for Leonel.

Why is the country being held hostage?

Is this another goat-bronada from Hipolitos sequaces?

It is on CDN, Miguel Guerrero and Alicia Guerrero, that played the tape where President Mejia recognizes defeat and congratulates Leonel Fernandez.

Fireworks in Santiago.

Never in the 42 years of elections that Ihave seen has something like this happened. Before 12 midnight, we know who the nest president is.

The statement of President Mejia discredits the JCE that has delayed the results, when vote counts of several sources clearly establish the win in a first round of former President Leonel Fernandez. The president of the JCE came on TV with no results for the nation despite there enough time to produce a bulletin with significant results.
