I'm taking all bets that Abinader does absolutely nothing about overstayers throughout his entire presidency. Only to the expats with residency is this a problem. TP, most of the things you listed here you DO NOT need residency for. You do not need residency for insurance, to buy property, to put your kids in school, etc. As for banking its only difficult to obtain a bank account at Banco Popular. The others are relatively easy; all that is needed is a passport. You do have a point with driving. But residency or not, in case of an accident some will try to fleece the gringo. I simply dont drive and use Uber. Its so cheap that a car simply isn't needed for my lifestyle.

With that said, those situations would still be cheaper in RD than it ever would be in the states.The point is that if something serious happens to you, and you are in the country "illegally", then it isn't going to make the situation easier. I've had some pretty nasty things happen to me in Dom Rep, I think anyone who has lived there long-term has their battle scars. And I wouldn't have wanted to make a bad situation any worse.

Anyone who has proper money would of course have the residency in the first place. It only costs about US$ 2000, it's not a huge cost. In my case, without going into detail, there was a very serious situation and my government had to get involved as well as some very senior people in the Dominican government to get it resolved. I'm not talking about being pulled for jumping a red here. And no this wasn't a situation that cash would have fixed. In Dom Rep, contacts are way more important than cash. I think we probably just live in different worlds. If you just come down for a few months, live somewhere reasonably basic, then overstaying probably works. If you run businesses, if you own assets, if you find yourself potentially on the wrong side of powerful people, then you need residency and you need good lawyers. I was friends with Matilda who you may remember was murdered before Christmas. She translated for a lot of foreign people doing business in DR and I remember a case she told me about where someone had trodden on the wrong toes, set up a business which upset some important people, and found themselves on a plane back home. These things do happen, I'm not scaremongering. If you read the newspapers you'll see that these things also happen to Dominicans, quite often people are murdered or have their businesses burnt down because they upset someone.
