The government primarily cares about the all-inclusive resort tourists. I expect the resorts will foot the bill for the required covid test, just like they are doing now. It might not end up being required for beaches, restaurants, or bars, but in that case, Dominicans won't need it for those places either.

Sometime in November, Biden is going to require Americans to have proof of vaccination or a covid test to board a plane, so that will take care of the problem for American non-AI tourists. I think a lot of European countries already require vaccination or a covid test to fly(?).

In fact, the plan for non-vaccinated Americans is to require a covid test to depart, one to enter, and another one after you get back. I think That will affect tourism here more that what the DR is doing
I didn't realize they've picked a date/ November. I do know it's being discussed but I would think the airlines
would make them wait until after the holidays to implement it. Could be wrong about that but I do agree
with you when you say it would have an impact on the amount of arrivals from the US.

I haven't seen a date yet either. The article I read just said "early November and, so far, it's still just a proposal under consideration. I have two friends right now that are thinking about cancelling their trip here coincidentally on the 18th if this actually happens.

They only gave 10 days to their citizens to prepare themselves. 10 days.

Even totalitarian states like Canada or Australia or France gave their citizens more time to get their doses, one month at least.

So with half the population still unvaccinated and with such a short notice, I don't know how the Dominicans will be complying? Majority of the comments from Dominicans both on Twitter AND on the president's Instagram page are against this order.

Most voted comment on Instagram told to president: "Disfruten sus 4 años".
The population is not on board with this BS.

I've never been given any special privilege on the mask rule when entering any stores, so I don't believe it will be any different with the vaccine/test requirement. Whatever Dominicans have to do, expats and foreigners will have to do.
I would think that too. Otherwise it makes no sense and it will be even harder to implement.

I agree. I read and hear the same from Dominicans.

What, if any impact do you think this will have on the amount
of tourist arriving in the country?
It's been my understanding the reason why we (the DR government)
never required proof of either of these documents at arrivals was so to
not inconvenience travelers.

I think these requirements are going to shock a lot of unsuspecting tourist
once they get to their destination and I also think once the news starts to
spread via online and platforms like FaceBook, that the tourism numbers they
were boasting about in the press today will see a significant decrease over the
next couple of months and this government will make the announcement that
(like so many other mandates during this pandemic)
it doesn't apply to resorts, hotels, restaurants, beaches or any other place a tourist
is going to spend money.

If I am a Dominican I would feel like a second class citizen in my own country
regardless of whether or not I was vaccinated.
I also agree on this and that’s why it won’t work. Tourism is the main interest of this government.

My point exactly.
Unfortunately this country has had one foot in, one foot out the entire time
this been going on and I believe they will make an announcement regarding
tourist when it hits their bottom line but again....
they are doing this to make you and me and all of us feel safer.

I would also like to add, they would never make an exemption to such an important
policy in favor of putting money (tourism dollars) over the lives of the Dominican citizens
(again) who helped/ voted to get them into the Office of the Presidency....now would they?

The vaccine mandate for air travel will only be for foreigners landing in the US I think.

But yes PCR Test for unvaxxed Americans.

It makes no sense at all since the article said you have to be fully vaccinated for a minimum of 14 days and no way to get two shots in 10 days. Dominicans aren't going to pony up for covid tests every 7 days either.

It doesn't make sense but Samantha Powers gave Abinader the timeline - to fall in step with the great world plan.

This is what population control feels like.
Create automatons who trust all that the state dictates :
"They must be right, they wouldn't do this otherwise".

Abinader has lost his way.

Makes you wonder who else is getting paid off for vaccine mandates. Six in Australia got caught in the Big Pharma payoffs.
Could Abinader have grabbed some payola too?

A considerable increase in the number of people going to the vaccination centers is registered this Monday in the different immunization posts in Santo Domingo after the Dominican Government warned that they would restrict the entrance to public places to those who do not show the coronavirus vaccination card.
In places such as the Olympic Center, the Autonomous University of Santo Domingo (UASD), the National Council for the Aged (CONAPE), Club San Carlos, and others, the increase has been of more than 50 percent.
According to information obtained, to date, 60% of the adult population is fully vaccinated.
The Dominican Republic bans unvaccinated people from entering public places.
Dominican health authorities ordered that from 18 October, those over 12 years of age who have not received two doses of vaccines against covid-19 will not be allowed to enter workplaces in enclosed spaces or study centers, nor will they be allowed to use public transport.
Those who do not present their vaccination card indicating the completion of two doses will also be prevented from entering restaurants, wineries, discotheques, clubs, shopping malls, stores, casinos, sports centers, and any other place of entertainment.
Those over 12 years of age who have not received two doses will be allowed to enter these places as long as they present a negative PCR test for covid-19 with at least 14 days of validity.

You can't do it can you - you have just been popping off - as per typical
Did you notice your passport has barcode? With barcode you need access to data swipe and brings up data. With QR you need internet connection and phone safer better no data base on your end required hence why governments switching. Laboratories here have been using QR
Codes for pcr test a while now.

They may not be able to make their flights anyway due to all of those cancellations. I read the are having some really bad weather right now across the USA at the airports and it's expected to continue for quite some time.

I'm looking forward to that reply as well. Not being Dominican nor Haitian myself, does it apply to expat residents? This is a good indication that's not about the virus if the tourists aren't held to the same requirements. Someone from Canada is asking if when they come down for their vacation, un-vaccinated, will they be able to go the grocery, etc.

Hah.
Problem solved.
There is no need for an unvaccinated Canadian to worry about being able to enter a grocery store when on vacation in the D.R.
Their bigger problem will be finding a way to get there.
