I think you have the 80% flip flopped. While many have the vaccine, most do not agree with mandates. They believe personal choice should prevail and especially for parents and decisions for children.

They are most certainly mandatory.
Even the Ministry of Health is calling it a health mandate.
There is a mandate by the Ministry of Health to be vaccinated to enter public spaces.
This coming Tuesday there will be a hearing to see if a State of Emergency needs to be declared to enforce this, since some dispute the authority of the Ministry of Health to do that without a State of Emergency.

If there is such a ruling against that mandate, I expect a new State of Emergency to be approved quickly.

There is no mandate for those who don't enter public spaces to vaccinate.

It seems to me that needing the vacs card to enter establishments is having the desired effect. More people going out and getting the shot. This morning a little.before 6:30 there was a steady stream of humans entering the vacs center at the Pley la Marina in Mameyes when me and my dogs passed this morning. Almost all the chairs.were.filled and there were.more humans approaching.

The government is giving hints on which way the Constitutional Court is going to decide on the health mandate...my gut feeling (which is not always reliable) says these mandate will be reversed...for the government they do not give a hoot if they loose this one because they got lots of people scared and they got them to vaccinate by large numbers...

The bigger question is why implement the mandate without the SOE...incompetence to the hilt?...my gut challenge says they will go with the latter...

Abinader's vaccination card mandate clearly indicates to me that the government does want as many people vaccinated as possible.
They have no interest do declare that a majority is miraculously vaccinated.
Vaccinations is what they want and they have been achieving an increase, their policy is so far working... free Pfizer vaccinations.

The rest will have to deal with inconveniences in daily life, DR reality and cope the Dominican way including gringos.
The small business owner (German) who does not want to put "poison" into his bloodstream,
Did not receive a medical certificate for exemption at the hospital, another DR reality.
He will do his shopping in Charamicos.

This morning I went to 5 different places in Sosua and got 5 different protocols to enter. I have pictures of my cedula and vac card on my phone. Here were the outcomes.

1. Caribe Express - showed the security guard my phone. He said that the vac card on the phone was fine but needed to see my actual cedula. Said he needs to ask everybody each time they enter no matter if he knows them or not. Masks are mandatory.

2. Encargo Pak - clerk just laughed at me when I showed my phone. Masks not mandatory.

3. Edenorte - showed security guard my phone. He glanced at my card quickly but never saw my cedula no did he read my card. Masks mandatory.

4. Coraapplata - entered and paid. No mask, no ID, no questions. Show me the money.

5. Playero - showed the security guard my phone. He pointed to a lady sitting in a chair to the left of the entrance. She was from some vaccination association. She was talking to the customer in front of me. She got up and said that she'll be right back. I have no patience when it comes to waiting for such foolishness so I just walked through. Never showed my ID. Mask mandatory. Vaccinations were being done in the parking lot.

Am I surprised at this S..show??? It was expected as I predicted in my prior posts.

In SD the control is increasing. I guess it takes some organizing and getting used to. At Bella Vista Mall they are now asking at the entrance. The three coffee shops I go to. One hasn’t asked but it’s outside sitting. Another one is very disciplined about it since Monday morning. Finally one inside the mall we joked around about it. They asked me laughing and they where surprised when I took the smaller version out from my wallet.

i just went into a casino in SD to use their Banco Popular ATM machine to withdraw money. The ATMs are actually inside the casino so no ATM outside. The security guy asked for "la tarjeta"... I became anxious.... so I took a chance and showed him a pic of my Canadian passport in my phone... He looked at it for 3 second... and LET ME IN. Saying "pase adelante" .🤣🤣

I had nothing else, just a PICTURE of my passport in my phone!

I think a lot of these security guys just want to LOOK like they are doing their jobs because they know there are cameras watching them, but deep down really they don't care.

This vacuna mandate is turning into a joke 😂

Saw a guy enter Super Pola today with a European driver's license.
But forged vaccine cards are supposedly going for 2000 pesos - heard the vecino ordered one today - apparently they are put into the government system somehow.
In any event I went into the bank and I flashed a blurry photo on my phone at the guard and he didn't look, just waived me in.

Just got back from Sosua. At Super Pola, the guy at the door just asked for proof of vaccination and only glanced at it and waved me in. Went into CarolRx and wasn't asked for anything. Next was Playero and I wasn't asked for anything there either. They were doing vaccinations in front of Playero. four, maybe five, people there.

Of course the vaccination card requirement is based on a high level of trust that doesn’t exist in the DR and maybe it’s lower among expats than Dominicans. They are just hoping we humans comply with the requirement.

We are lucky it’s not a Cuba type police state and especially Dominicans are lucky. There they wouldn’t take something like that lightly not complying. We should be more grateful. We are like children and the government is a patient parent.

We are lucky it’s not a Cuba type police state and especially Dominicans are lucky. There they wouldn’t take something like that lightly not complying. We should be more grateful. We are like children and the government is a patient parent.
The few always ruin it for the rest , but cry fowl the loudest! in the name of freedom..
