Maybe you had an extra bypass at your meter and they removed it. Or they hooked up a neighbor to your meter lol.

I have had suspicions almost from day one that they had connections crossed with another apartment. That would certainly explain why mine was so low.

I am going to run a consumption experiment for a few days to see how it affects my daily readings.
