Here's a quick fix to this PayPal authentication issue. Buy a US Skype phone number 6.50 USD a month add some credit and send SMS to the Skype number, just stay away from a 786 area code. Skype numbers in the US can receive SMS, I know because I'm doing it.

I only pay $3.49/mo.. Works well. No problem receiving SMS and calls to the US are two cents per minute.

You guys are lucky with that US Skype number receiving SMS, it won't work for any other country...!

My UK EE sim card also did not work in DR last summer, it always did before, EE support tried everything but no go..., my SIM works in other countries but just not in DR...!? No idea but I think Claro maybe stopped giving service to EE SIMs and forgot to let them know...!!! 🙄

Try a giffgaff SIM, happily works in DR (where there is a signal) and most other countries. Free incoming texts, so good receiving for 2FA codes. For whatever reason, simply does not work in the US (tried Android and the latest iPhone as well).

That's useful to know, but I wondered if any Brit recently used their EE sim in DR...? I have asked on Facebook and other groups, but strangely not a single person responded...!
