I don't think the phase 1 opening had anything to do with the increase, many people weren't obeying either the curfew or other restrictions.
I agree Bob. The daily numbers of cases may be higher, but the percentage is lower. Phase 1 has nothing to do with it.
The government is manipulating the statistics. Remember, the number of detected cases depends on the number of PCR tests done. Right now, the government lab, in words of the health minister himself, has most of the reagents needed to do these tests. So, if the government wants to show lots of cases, it just does more tests. If it wants to show a decline in cases, then it reduces the number of tests.
I am happy to say I have no personal experience of such events.
And with the SOE in place until the end of June, I hope to not be in violation of anything that will provide me with first hand knowledge of DR incarceration methods. I really don't expect the people will put up with more extensions to the SOE that happen after the election.

It is so bad that the country that they need to extend the SOE until the end of June, yet a couple of days later people are expected to flock to the urnes.
I have no opinion on what should or should not be done but it doesn't make much sense to me.
Look at what is happening in the USA... The DR SOE is only for political reasons,,, just like in the US where liberal states dont want to re-open,,and nothing is happening in conservative state that do.. All politics,,,just a different reason

So many have been so impacted, especially Dominican owned shops, that they may not have the means to remain.
I think this hands the election to Luis Abinader - and if the virus returns in the winter, ignore any more lockdowns - the strongest will survive..... it's an age old wisdom.
