Sorry but I don't understand the meaning of this video can someone please explained.
What it's about? All I see is people yelling.

I have another video of something that happened yesterday in La Cienaga. Edenorte arrived with military escort to cut off people who hadn't been paying their bills. They got refused entry by a mob of people so they retreated to the Edenorte local office, which was then surrounded by same mob. Some of these people were at pains to show the camera their paid electricity bills btw. Eventually Edenorte & military escort left without cutting off anything. i was told the police because of their low pay use their position to suppliment their pay. even if nothing is wrong, people have to pay them.
i was in sosua recently and ate at a restaurant on the main street where the clubs and restaurants were. i noticed each night a couple of police just standing and stopping girls walking by. They would ask to see their id and when presented it would put it in their pocket and take the girls to the police station,,,
i was told when there the girls would be told to pay 500peso or spend the night in jail,,,it looked to me that the girls arrested were doing nothing wrong and these police would ignore girls they seemed to know,,,it was terrible that these police would be allowed to do this,,,they are the ones that should be arrested for false arrest and blackmail,,,,
at the same time i say what looked like the traffic police stop motorcycles and cars going the wrong way on one way streets, they also would take the id and take the people to the police station,,,this at least seemed to make common sense as if they stopped enough of these wrong way drivers it would make things more safe,,the funny thing though was when the police would get on the back of the bikes to go to police station, they would direct the driver to go the wrong way on a one way street,,,lol

That's the way justice work in DR. I won't be surprise to hear of an apology from DNCD inspectors or from SD.

Tonight on his way in to work my security guard was stopped. Actually they stopped the motoconcho to check his ownership. He had all the paperwork but that didn't stop the them from arresting them both.

My wife went over and talked to the boss to explain he was needed on the job. To no avail, she was told he would be released in the morning. So she went back to my restaurant and cooked him a good meal. When she brought the food back to the police station they commented on how good a meal it was. :cheeky:

They took it from her but she didn't see if he got it. I guess we'll find out tomorrow if he got the meal. :ermm:I read where they fired 25 police, it appears we are no better off than before. They are so inept is is comical. They can't tell the crooks from the workers and even when it is pointer out they refuse to concede they are wrong.

They are not interested in distinguishing crooks from workers. They are interested in finding people who will pay to get out of jail. Last week in front of the cuartel in Sosua camoflaged troops stopped every single Haitian who might be walking or on a moto conch and arrested them -- all of them. They demanded RD $2000-$3000 pesos to be released. The economy is poor, many police are ex-chulos whose women aren't working, and this is their way of getting paid. Whose fault is that? You decide.

Puerto Plata Police State

I am planning on being in Puerto Plata in about a week. I have been there several times before, but the issues with the policia are a little disturbing. From what you are seeing...are they also targeting tourists or are they simply targeting dominicans? Not that it makes it right, but I am trying to figure out how much I will go out and mix with the locals. I look dominican and can speak spanish, but once they start talking to me they will know that I am american...any thoughts?

I doubt very much you'd have a problem. They seem to only be concerned with Dominicans.

On another point, I was at La Canita (sp?) over by the docks on Saturday night. The same group of police and government officials came and did their thing there too. First the music was turned off, then they came in and slowly walked by everyone looking for people. They grabbed up 3 men and threw them in the back of a truck.

Somehow, there was pepper spray released in the back towards the bathrooms. The entire place then emptied out and closed.

You'll be fine Juan. No tourists are being targetted in Puerto Plata. A gringo is a gringo is a gringo. I've lived here 16+ years & I'm still a gringo & I always will be despite all the 'casi Dominicana' comments. You will have no problems, Juan, provided you act like a normal human being :cheeky:. No drugs, no guns, no stealing the Commandante's Mrs. & stay out of the downtown barrios at night. And you might want to avoid some of the discos on a Friday and Saturday: it won't be you they're looking for but if one is there, it is possible to get caught up in it.

and I gather it wasn't just the port area. They spread out into a number of the barrios. I understand that the pepper spray was done by the police. Was it correct that they barred the doors before spraying?

That's hard to say, but given the slow pace that the officers walked out after looking at everyone, I would say they did it at the very end when closing the place down. Also,we do not know what happen in the rear of the place, it is a very large facility. In addition, I was amazed how calm and almost peaceful like the Dominicans where with this situation when leaving an
early night of great music and dancing for all. I do not know if it was 3 people
arrested or 2 as I only saw 1 person handcuffed outside. However,to close a packed house that early on a weekend night over a couple of bad apples is going to make
L C. security's job pretty difficult in the future.

I was in a disco in puerta Plata years ago when the police came in with guns. In less than two minutes i was the only male in the room. They were doing an investigation. Found out that they got the info from someonethat night in jail,all were released the next morning.
I went outside to see and speak to the police in my halting one word spanish. They would not speak to me until they were leaving. One police guy turned to me and said in perfect bronx n.y. accent,??sorry guy, gotta go back to work??That was a retired n.y.c. policeman working here as police..
always wondered what happened to him____-----

Something doesn't make sense here. Why the Investigators from SD intervened if La Procuradoria the Puerto Plata was already investigating the case. Why is La Procuradoria disclosing the Investigation now? Why not before the DNCD investigators from SD showed up. Isn?t ironic that some of the Ficales that were allegedly arrested according to the media are now part of the investigation?

It just doesn?t make sense to me.

Results of investigation into police killing of 3 young men at 5.30 in the afternoon, early January on a main road in the centre of Puerto Plata: it wasn't a shootout, there was no exchange of gunfire (just like the family & the local Human Rights Committee said). It was an execution.
