Recharging a phone in the DR from the US

I have a friend in the DR who wants me to recharge her phone from the US.. The only thing I found was Ding. Is there any other way to get her the minutes.

Is there any possible way to go to a cell phone store in the US and buy this recharge rather than going through a website?

Ever heard of WhatsApp? Every Dominican has it installed. Why don't you talk on the phone over WhatsApp ? It's free .... Have I said, every Dominican talks over WhatsApp? And, it's free ... yeah I said that. Oh and also xoom.com works for recharges.

But it requires a wifi connection or cell service with data.
Ding works but charges a hefty fee.
The poster should just get her a post paid plan for $30/month and pay it by credit card from the US.
I pay my own post paid plan that way.

We use Whatsapp alot but when there is no wifi you do have to pay for data

I imagine she has a bank account. Why not trust her a little bit and deposit some money in there, she can then buy her own minutes with her own money. I'm sure the money will be put to good use whatever she does with it.
