Does this Magic Jack work to call phones anywhere, including my bank in the UK, for example?
You can pick one from dozens of Area Codes in the US when you register..........Magic Jack's website is unclear. How do you start from scratch without a USA phone number? I have not figured it out.

I agree. This does nothing that you can do with only Whatsapp, and for free.........That's talking about "Viber Out". The problem is no "Viber In" unless it is a Viber contact.

It is dual purpose. Both landline and Cell.........Just register on a landline and download the app on your cell.
