It could be as simple as food. They're always looking for future food sources for their 800 gazillion chinamen. Their sugar production is slowing, and they use a lot. The DR might just be a future source of sugar cane. Not trinket sales or beaches.

Answer is , few Chinese tourists will come to the DR. It is way too long a trip to be enjoyable. Chinese that relocate and plan to take over the DR, that is a horse of another color.
If they come, it will be with a larger tour group on a multi-country excursion, not to spend a week in the DR.

End game for China? It's their belt and road program which has been repeated world wide. Invest with the host country in major infrastructure projects, go way over budget to the point host country can't afford it ,then China being a good friend takes over the project INCLUDING ownership of whatever it may be, a port, road system, dam. Quite intelligent but dangerous for many countries. The more corrupt the country the easier to get their foot hold. The big loser is the host population.
