I have been stopped multiple times while traveling about in Santo Domingo.
Even one time while I was in a taxi when the taxi driver had done nothing wrong.

What I have noticed...is that within the last two years random checkpoints on the street have stopped.
And when they are conducted they are strictly business and focused on law enforcement.
Before...all requests for food would be met with "I am hungry too.
Hop in the car and lets go get something to eat".
The reply is "I can't I am working." I would follow up with: "It is hot out today.
"Can I buy you a coke? I bet there is a colmado close".

He’s not that big an exception. We haven’t been stopped in years in Santo Domingo. Probably 10 years. Last time I was stopped, I was alone on my way to lunch with MountainAnnie. I looked at him and told him I didn’t understand (in English). He looked annoyed and waved me to leave.
It is true that a foreign drivers license for those entering on a tourist card like someone from the US is valid for 30 days in the DR.I thought a USA drivers license was only valid for a month in DR. If so you should count yourself lucky that's all you pay. They are aware of you and you're an easy target driving illegally.

Jjj. You're not my father. One thing I have learned in 12 years here is that everybody experiences things different in this country. Just because I have one experience does not mean it will go that way for anyone else. One example is recently people posted about bad experiences with car rentals. I just rented two cars this week in Punta Cana and everything went great. Not always the case, of course. But, for me no problem. Does not invaldate other people's experiences.
