Canadian money

My experience is change to US dollars and then to Pesos. The open market calls for 28.56 for $1 CDN today, I'm sure you won't get any where near that in DR.

what is the todays rate in candian money
As you can see by today's post, it doesn't make sense to bring $CN. They should be giving you about $28RD per $1CN, but they are only giving 24.25; that a loss of over 15%. Assuming you can change your $CN to $US at a favorable rate, you are better off changing to $US before you arrive.

Where did the 2 Pesos go?

The same condition exists in the RDP/EUR pair!

EUR/USD = 1.2007
Banco Central is paying 37.63
The correct Tasa is 39.26 RDP/EUR

while the exchange rate was 32.40 from western union I noticed that my c/c was charged at the rate of 32.70 from the hotel. Why the better (?) rate ?

Duh!

More Pesos for them = HIGHER BILL for you!
Higher Tasa on a Peso rate is a lower rate.
The rate you see on the bill is the change from Pesos back into USD.
best,
