All aliens traveling to the United States will be required to show proof of vaccination before boarding. Three days before the flight, a negative test said White House COVID-19 coordinator Jeff Zients, who announced the new policy.
President Joe Biden’s administration will also tighten rules for Americans who have not been vaccinated. They will have to be tested a day before leaving the United States and returning.
Fully vaccinated passengers will not be required to quarantine, Zeints said.

At some point tourism will be stopped.
As it stands now things are not making sense, but political reasons dictate that Covid must be made into a new round of scary.
At some point people will realize the cataclysmic economic repercussions of tighter lockdowns but by then it will be too late.

You will still be required to be tested to enter the US..........the 72 hour rule is still in effect (but subject to change as they formulate and distribute their final policy) for those fully vaccinated with approved vaccinations.

As to CB's post above, these rules as announced will likely hurt, not help, tourism to the DR. With slightly over 50% of the US population fully vaccinated, the new regulations may force a wave of cancellations as tourists view them as too onerous. Realistically speaking, a family of four going to the DR that remain un-vaccinated need 8 tests............four out/four in a 24 hour period before flying. It is not so much the testing, as that has been in place for some time now, but rather the narrow window to accomplish it in.

The airlines lobbied hard for this to open up their most profitable routes to/from Europe. It remains to be seen whether it works.................of course it also provides the government the ultimate goal to try to regulate policy to get people to vaccinate............as they could not legally legislate a mandatory vaccine for all citizens and permanent residents.

If anyone finds a better source stating Americans flying out of the US need a test within one day, please post it. I suspect that is NOT the case.

I am finding a requirement for tests within 3 days before flying in for all, along with vaccinations required for foreign nationals.

The US would have done much better also if they didn't put positive Covid elderly back in nursing homes in PA and New York.

This comes just before a Sept. 27 deadline for staff vaccinations. The U.S.-based airline took a tough stance and required that its 67,000 American employees get vaccinated, or face termination. While six employees have sued United over the mandate, a spokesperson said of the complaint that "at this point we think it's without merit."
