My wife's cousin Pedro was denied a tourist Visa, so 2 years later his daughters got visa's to come to Canada for ESL School for 6 weeks(Sponsered by my wife and I). They returned and so Pedro reapplied along with daughter #2 age sixteen. They got 10 year VISA for him 5 years for her. They both went to the USA last year, him twice for 4 weeks each time and her for 3 weeks in the summer. They applied for the rest of the family this spring - wife, son age 15, daughter age 18, daughter age 8. All the children got 5 year Visa and his wife a 10 Visa. They are middle income, have some money in the bank, and own a house and business. So yes Dominicans can and do get Visa, but they went through the right steps, and all the proper conditions in place, told no lies, and had some luck.
