Sports are introduced to countries. It's more a case of happenstance; be it proximity, socioeconomic, cultural — or perhaps an invasion!

As to why Dominicans aren't in football, just consider that it's never been introduced here (I mean "there") on any level. It's also is an equipment-intensive sport ($$), requires multiple coaches, large play/practice facilities, etc. That all but eliminates it from the public and scholastic level - in the DR.
